Can someone follow a specific user with this modification?Can they set it up to be alerted or notified when a specific user starts a new topic?

I run a support group with mentors who are assigned to follow newbies, but sometimes they lose track when a newbie starts a new thread or when they post on our private board.
I would like to limit the use to our Mentor/Moderator group and they could either set up notifications for everyone in their group in one motion--by checking a box to be alerted when someone in a group they lead posts or starts a thread or they could set each up manually.

Oh and just to be sure I understand the difference: an alert is a notice on the board--PM or pop-up?? And a notification is an email that gets sent?
